ASH response to HM Treasury/HM Revenue and Customs consultation on duty-free and tax-free goods carried by passengers

In May 2020, ASH responded to a joint consultation by HM Treasury and HM Revenue and Customs on duty-free and tax-free goods carried by passengers. ASH’s response outlined the importance of the UK’s obligations under Article 5.3 of the WHO Framework Convention on Tobacco Control and set out why duty-free allowances should not be re-introduced when travelling from the EU into the UK when single-market freedoms end, amongst other proposals.
