ICB budgets for tobacco dependence treatment services 2023/24 – 2025/26
This report presents data on budgets for tobacco dependence treatment services set by Integrated Care Boards (ICBs) in the three years from 2023/4 to 2025/6. Data on the allocations made to ICBs from NHSE are not available.
- There are wide variations in the investment in tobacco dependence treatment services made by ICBs.
- ICB budgets for tobacco dependence treatment services increased, on average, by 4% between 2023/4 and 2025/6. Average budgets increased in all three service areas: acute, maternity, and mental health.
- Despite this overall average change, more ICBs reduced their overall budgets for tobacco dependence treatment services than increased them over this period.
- There is substantial variation in spend - per-smoker across ICBs, ranging from £32.11 to £1.44 .
- Between 2024/5 and 2025/6 , spend - per smoker fell in 17 ICBs and increased in 12 ICBs. There was no change in 7 ICBs.
