The CBPF model lays out the cost of smoking to the economy and public finances of the UK and its constituent countries (England, Scotland, Wales and Northern Ireland).

It is the basis of the national figures in the ASH Ready Reckoner, as well as some of the other statistics about the economic impact of smoking, such as public finance cost and the QALY cost of early deaths due to smoking.

The June 2026 (version 2.4) CBPF updates the model with new evidence on the wider impacts of tobacco consumption on the UK economy compared to other goods and services. For the first time, it uses three-year prevlance figures from the Annual Population Survey averaged across 2022, 2023 and 2024, as opposed to single-year prevalences. Costs are uprated to 2025.
